Identify whether a public IP is used by many hosts or single host

Is there any way to identify whether a public IP is actually a NAT IP with
multiple hosts behind the NAT or is it an IP assigned to just a single
host. Actually this will help a lot in identifying that whether the
traffic from that IP is genuine or whether it is trying to create some DOS
attack.
